Hodgman Weir Front Zip Breathable Waders (http://www.bobwards.com/products2.cfm?id=9348&siz=241#go_here)
Should be good enough for the Yak. The belt sucks though.

After my buddy watched a guy drown in waders, I thought it would be best to cut the booties off to let water thru but that seems like it might allow them to fill up. Another test???

If you're going to cut off the feet of waders, why not just get splash pants?

Was he in a stream or river? Did he have a PFD on ?

Unless you get some special waders with 40 pound weights inside of them your waders will not make you go down. Waders protect you for water, that is it.
We are not talking river or stream, different scenario.
If you fill up your waders with water then you might have a hard time getting back onto your yak. A wader belt easily prevents this.
Don't over think this stuff
Here is another brilliant idea. ( free );)
Wear your Pfd!

If you have big feet the Swale waders might not be the best choice, but other than that they are pretty good.
