Lobster Question

If you have 5 hoops in the water is there any restriction on fishing poles?

So I'm going out opening day today but I'm planning on getting out early to get the hoops in the water before the rush. So to kill some time before dark I am going fish for some more bait. I am 90% sure that it's not a problem, but DFG will definitely be out tonight and I don't want the fine.

I always fish for some fresh macks while soaking.

I dont believe there a rules against it.
