Does adding an arrowhead to a kage make it a harpoon?

in fishing a kage is similar to a harpoon without the barb or toggling head, instead it just has threads. Usually made of 1/2 inch threaded S/S rod attatched to a heavy dowel or handle. It too is a weapon, watch out dogs.
