I looked around to see if this was discussed on the forum, and if CCA is involved. I received this email from California Sportfishing League so I attached it, via PDF.

Apparently the Bill would make your license valid for 12 full months (not by Calendar year), and it would decrease Fishing License fees for 16-17 year olds to $8.25 a year instead of the full pop of a license.

I'm just curious if anyone knows about it or has heard about it?

Attached is a link I found online in regards to the bill as well.

I went to their website and came across this

http://www.sportfishingconservation.org/index.php/state-plans-unlawful-raid-on-fishing-license-fees-to-fund-mpas/

I would go one further. If there is a surplus of funds that they're intending to raid then an effort should be made to reduce license fees. Average state fishing license is $26.73 and $28.30 for coastal states.

The SB would also allow the following(could benefit organizations like HOW):
Exempts bona fide charitable organizations from possession limits
This would allow non-profits to solicit donations in recreationally-caught fish without being over the organization’s possession limit. For example, an organization may wish to solicit recreationally caught fish for a Feed the Hungry event. The same exemption for non-profits and hunted game was recently signed into law by Gov. Brown.
