You be surprised at how much information you can find here (http://www.bigwatersedge.com/)
You may have to do a little research but it's there

Just go when you can. If you wait for the perfect tide, wind, current. You will never get out there. Go when YOU can. Fish have been caught at all times and conditions.

At the same time, pay attention to the weather so you don't paddle out in a nice morning with 25kt winds appearing "out of nowhere" by lunchtime and making you call the coast guard.

I'll second tacmik. Fish when you can. Waiting for things to get perfect will make you miss out. Mike

I have being using this site lately for wind and swells, however its probably best to check across a few different websites but this one should help get you started. http://magicseaweed.com/Scripps-Pier-La-Jolla-Surf-Report/296/

should try your adventures with someone.
i say push your limits, but you have to know what you are pushing against and be reasonable. seas, tides, wind, fog, sun, heat, cold, surf, etc. a lot to consider.
tides4fishing.com has most of what I need. Then weather.com has the hourly wind reports.

I use http://forecast.weather.gov/shmrn.php?mz=pzz750&syn=pzz700 so I can see the wind and conditions along with small craft advisories. Also downloaded the predict wind app.
I'm not too worried about the tide or I would never be able to fish in my early morning window of opportunity. Fish early so I can spend time with the family the rest of the day.

There are so many sources of good information. These are some of my favorites:
I like this 6-day forecast for La Jolla Shores:
http://www.surf-forecast.com/breaks/La-Jolla-Shores/forecasts/latest/six_day
.... and compare to any good San Diego general weather forcasts
I like this for the mouth of SD Bay:
http://www.tides4fishing.com/us/california/san-diego-quarantine-station
... or for J-St Marina:
http://www.tides4fishing.com/us/california/national-city-san-diego-bay
This is a good app for laying out a plan and choosing way points:
http://www.navionics.com/en/mobile-pc-app-1
Watch the La Jolla Shores web cam to get a feel for general approximations:
http://www.bigwatersedge.com/index.php?page=lajollashoreswebcam
Try the BWE search feature for keywords about subjects you want to research
Be safe and have fun :-)
