So winds finally die down Sunday morning (Newport Harbor) Should I load up or is all the wind and swells stirring things up too much freaking out the fish.

I was in Catalina during the weekend (post coming soon) and caught a lot of fish.
It was easier to cast long distance for bonito, so no wind or from my back was helpful.
Wind caused big swells are a more important factor to consider for safety.

Spring is often windy locally. Its part of the environment. Wind from the north can up well cold bottom water along the coast and slow a bite down. South wind moves warmer surface water in to the coast.
But basically, if the weather is good and you have the time, go fishing.
