I think they have more than proved it. The City of San Diego has no clue. Their planning and designs that were bad or can't match mother natures power, means the 4th time the street at the launch has been closed in 3 years. This time it doesn't look like it will be open in time for the summer crowds. The construction company doesn't care because it get payed every time. Kayakers, beach goers and taxpayers all loose.
