A kayak is traditionally single person. So by this looks like they'll be open, but where to park?

Thanks, I did read the mayors order and it says bays and kayaks are ok.

Anyone know For Sure if the bait barges are open in Mission and SD bay?

yes they will be open, its a matter of access. Some will have it, others maybe not so much until they open parking.

Unlikely that bait barges will be open, as commercial fishing and private boats are still off limits.
