As you have seen Steve's thread. If you love fishing SOCAL, read EVERY WORD! You all should be outraged!

This is serious business at this point, this next BRTF meeting is going to be the breaking point, of how business is conducted.

Some of you were in the trenches at the Oxnard meeting where ~30 RSG members turned in a letter stating that the process needs to be slowed down for many reasons, among them needing time to review the science to be able to make an informed decision. This was because the RSG members were literally given the information the day before the meeting. The BRFT paid lip service to this letter, and the RSG members request, essentially, telling them to make due, and they are moving forward.

Well, the RSG members did make due, and worked hard in good faith, to move forward and find consensus. As you read, 6 of the 7 maps were to move forward, and External C (CLOSE IT ALL) got voted out.

A dozen non-consumptive RSG members complained to the BRFT, and so Ken Wiseman moved all 7 maps forward, including External C.

This undermines the process, and the good faith effort made by the RSG members. Had the most minimal MPA maps been voted out, do you think the BRFT would have pushed it forward? No.

EVERYONE needs to attend this next meeting, and shut it down. This is supposed to be a fair proces, External C was fairly voted out from the list of maps. This process should not continue on, if the BRFT is not going respect the MAJORITY of the RSG Membership decisions, and treat one group more favorably than the other.

I propose that we all carry big poster boards and holding them up "Stop selling out" "What happened to fair and open?" or "Don't like the vote? Change the rules when you lose"

so the silent testimony will be evident even when they aren't giving us our 1 minute.

Exactly Joe, signs are a great idea, I thought about that for the last few meetings, but didnt know how appropriate. Now I think it is very much so!!

I know it seems like many meetings, and you are getting less than 1 week notice, and they are at crappy times... BUT...............

A lot people rallied for Santa Ana MLPA meeting, that had profound impact on getting EXt. C off the list of proposals. But your effort has been underminded. This war is not over, yes, had Ken Wiseman, and Don Benninghoven not disregarded the RSG vote, we would not have to necessarily attend this meeting in force, maybe just to monitor it. But now we do need to call in sick, or just ask for the day off.

Listen I CANNOT do that, I can't, I can't call in another day, or ask for a vacation day this short of notice, because I have nearly zero time left, and many work projects due. But I am, and will be there, because this meeting, and the rest are important. So, no excuses.

We are 2/3 done, and they have changed the rules, because they did not like the results.

If we do not all band together for every opportunity, then we will get what we deserve.

It goes without saying that I will be there. And my speaking point will include kayakfishing advocacy. We are in this together and we need to step up on this one guys.

Our RSGs spent 3 (three) long days securing the compromise, only to be swept away by underhanded, blatantly biased dealings. Their hands are tied. We need to step up and speak out.

Be there. Please.

P.S. Chris Fiero is too nice to say it but with multiple challenges, the least of which is new house move, family serious illness, he's STILL making NO excuses. He'll be there. Will you be there with him?

The process is at a crisis point - I wouldn't ask you to take time off work and make the trek to LA if your future fishing access wasn't at stake. This is deadly serious. Please do all you can to get up there and speak your mind. If you let this pass, it may be too late, the damage will have been done.

Every meeting from here on out is important. The game keeps changing on us. We cannot let it happen without at least being heard. It is almost over. Join up now before it's too late.

The thrust of the argument should be a clear expression of displeasure and disgust with the way the process was subverted and the votes were blatantly disregard. Question why the BRTF stated that proposals that do not have cross-interest support will not be considered and now the proposal with the lowest level of cross-interest support, even below 50%, is going forward? Question why the rules were changed to allow this proposal, which was voted out according to the rules set up before the vote was taken, to go forward. Why the secret ballot in this process, which was supposed to be public and transparent? Why it took two days to count the votes--who did they have to consult and answer to? That Ken Wiseman and the MLPA team show a reckless disregard for the RSG work, for the hours and hours of public testimony, and the system is corrupt and is counter to the definition of a fair, open, and public process. Do it in the most professional, most matter-of-fact way you can.

Don't blow your top, don't act unprofessional, don't use curse words. Remember these friends-of-Arnie (aka the Blue Ribbon Task Force) have all the power. They set it up that way. But make sure you aren't letting them get away with it.

A backup argument (which you MUST prepare) should be a refutation of the extreme map (External C) and support of your a more reasonable and fishing-friendly map. If you don't know which, look at External A and External B. Those are our two more friendly maps. Pinpoint an area (say La Jolla or PV or Laguna) and say why that is important to you and why there would be a devastating economic impact to closure. I'm saying you need to prepare this secondary argument in case they pull some BS procedural maneuver (Example: "We will take External C off the table FOR NOW for later consideration so comments regarding the inclusion of External C will not be heard today") and you want to make sure you didn't show up for nothing.

Seems like a legit line of questioning to me. I have a couple other concerns to add, but not the time right now. Also having a plan B sounds smart if they cave and make your first speech moot is good.

Also, Don Benninghoven MLPA Chair was a part of this decision as well.

Zen brings up a great point, after appropriately discussing the bias, offer a more reasonable plan to which you support.

I am heading up with Moyer.
I made a lot of the meetings during the initial stages of the MLPA process, but have gotten rather lax about it and focused on other commitments. It is time to step back up to the plate for all of us.

I can't go this time. It was great seeing so many of you at the Santa Ana meeting last month. From what I observed I have a few recommendations.

Manage your emotion, some people (not kayakers) came across as angry, the audience doesn't hear the message of the angry person. Angry people are fun to watch but no ones takes them serious.

Stay away from "catch and release" justifications. Many people including myself don't understand why people get joy dominating and ripping lips of cute little fishies just to throw them back in the water. I can't make the meeting this week. I was at the Santa Ana one. It wa very enlightening to attend. I am by no means a great public speaker and was able to get up and put in my opinion. Don't let the speaking part keep you from attending. You need to let your voice be heard. Speak from the heart, it doesn't need to be the best speech we all have ever heard. But be heard, don't regret it later.

We have a lot of people stepping up here, but there are still hiding behind their keyboards rationalizing why they can't make it, work, etc. This process is 2/3 over, and I have said before unless you have surgery, you must attend. Work is not an excuse, many of us on this list, have work obligations, but are attending anyway.

A message from BloodyDecks

Let make the most of this.

Guys and gals,

The MLPA Implementation Team has double-crossed fishermen and other consumptives with their blatant bias for the anti-fishing faction. Ed Zieralski, writer for San Diego Tribune called it “Betrayal at its worst in MLPA process.” Paul Leibowitz, writer for Western Outdoor News, called it “Trust Betrayed.”

These actions gravely endanger the right to fish in Southern California. The next Blue Ribbon Task Force (BRTF) meeting is this Thursday, June 4th, 2009, 9:30AM at the Sheraton Gateway Los Angeles Hotel, 6101 West Century Boulevard, Los Angeles, CA. Fishermen and ocean sportsmen of all stripes are recognizing that unless there is a strong public response with the BRTF, the future of fishing in Southern California is doomed due to the fraudulent manner with which this process is being rammed down fishermen’s throats.

Bloodydeckers are mobilizing along with other consumptive communities to respond. We need to let the BRTF know what we think about the voting shenanigan that allows the anti-fishing map External C to continue after it was voted out by the Regional Stake Holders. We need to go and press our concerns regarding the extreme maps again. Keep pushing for the moderate position to keep our fishing areas open. Keep pushing for minimum closures instead of the extreme and expansive closures proposed by the anti-fishing groups. You can also speak about how closing or keeping a specific area open to fishing will affect you, your family, and friends economically and/or recreationally.

While it may seem tedious to go all the way to LA to attend this meeting, especially during a weekday, your attendance matters a great deal. For example, your attendance and speaking out on May 19th made a tremendous difference and is widely credited with helping to swing the tide in our favor. The fact that the anti-fishing crowd has to resort to voting shenanigans, in order for the extremist's External C map to stay alive, should tell you that your presence and testimony do have a tremendous effect.

Keep in mind that these are the very last chances we have to address the BRTF in this MLPA process. They are the decision makers--the next one is in July and then it's into October. There is a meeting late October but the reality is this one and the July meeting are going to be it for addressing these important decision makers.

Also, while you may feel righteously indignant, please keep in mind to be courteous but firm and professional. Don't blow your top; don't act unprofessional; don't use curse words. Remember that the BRTF is the decision makers in this process, and their decision will affect where you can or cannot fish next year.

The public speaking session starts at 9:40AM but please be present by 9AM at the latest. Comment cards should be filled out and handed in before 9:00 AM as they may limit comments to only those cards received by that time.

Thanks for posting that Billy...another item we should touch on is the fact that not only will many people in the industry be affected, but the state of CA as well.

Currently, there are around 14 state beaches (parks) slated to be cut from the budget...if the state doesn't have the revenue to keep these open and potentially lose the tourist revenue by these actions, where is the $ going to come from to enforce the regs on closures?

For this next meeting, we need to focus on how much it will cost the state in the long run, from lost revenue to enforcement funding.

Some fuel for the fire, I encourage people to print things like this out, know them, and make them (MLPA, RLFF, Wiseman) aware that enforcing the regs will not be feasible...

SACRAMENTO, Calif. — Gov. Arnold Schwarzenegger's budget cuts could mean the closing of up to 220 state parks among them the home of the world's tallest tree and other attractions that draw millions of visitors. Schwarzenegger this week recommended eliminating $70 million in parks spending through June 30, 2010. An additional $143.4 million would be saved in the following fiscal year by keeping the parks closed.

Count me in for Thursday as well. I can fit three addional people in my 4Runner to carpool from Encinitas or North if there are any takers. You just have to put with me listening to talk radio and ocassionally screaming and the latest idiocy coming from the capitals (state, federal, etc.) A nice way to finish the day and detox from the politics would be to watch the Lakers at one of the Pizza Ports or similar venue.

On the politics and press: Forget the Times, they are in the tank for the Enviro-Nazis, with the exception of the sports guys. If they show, they will not report accurately. We probably do not have enough bodies to get the attention of talk radio (but I believe Rodger Hedgecock on KOGO is a sportfisherman). There is a grassroots petition to recall Arnie, they might be willing to add our cause to their list as additional fuel for their own fire, which in turn would get our cause more attention as well.

Are there any group meeting places for carpooling to LA tomorrow? Parking may not only be expensive, but might be limited as well. I have got room for 3 and can meet anywhere from Encinitas north.
