I am watching this thing online and am very confused. If the BRTF is not going to decide anything, why is the meeting still going on and what are they talking about?
Just a thought, if this thing is getting passed on to DFG and DFG does not have the funding to enforce any of these regulations, what is the point? Does anyone have a feeling for where this is headed?

Guys, there's every chance they'll close this thing down today. That's if they don't deadlock 2-2.
They were ALWAYS going to forward all reasonable proposals. Thing is, the Commission has always rubber stamped the preferred alternative. The others are mostly there to fulfill red tape requirements for CA's environmental impact report laws, which require consideration of alternatives.
So far this is just debate / discussion. There are no decisions yet, but they are making A and B alternatives for each geography. Stay tuned.

Update from Paul
Paul Lebowitz (http://www.facebook.com/profile.php?id=100000298961000&ref=mf) South La Jolla is gone, gone, gone. Pt Loma is in the clear. I think we'll get stuck with an expanded Scripps MPA, pushed out as far as the point. It sounds as if we'll keep our bait and maybe even pelagics north of the pier. I'll try to find out in the next bit of downtime.

Looks like they could give a #$% what we asked for yesterday. South LJ is the main focus of both sides in SD County.
A couple "positives";
Right before they went on break there was an argument made for pelagics allowed in water deeper than 50m in South LJ. I did not hear any complaints.
Also, there is an attempt to make the South LJ SMR smaller since the Swami's SMCA meets the size and spacing guidlines, even heard one of the guys on the BRTF speaking in favor of a smaller than 9 square mile SMR in LJ. Keep you fingers crossed

Hey Paul,
If you are monitoring, please correct the woman who claimed that kayaks can launch from the cove. No floating devices are allowed there. Other than Big Rock near Windansea there are no usable launches at the La Jolla rock beaches. Would closing South LJ mean that launches would be prohibited there?
Dare we hope that we may come out of this with somewhere we can still fish in LJ? The fact that they are considering allowing the catching of bait at the pier is a hopeful sign.
Keep your reports coming.

No, I had to become a member. Don't plan on using it after this.
Still fighting over the OC wedge. It does a number on free divers. the boundaries are impossible to figure out from the water unless you have it mapped on your GPS. Overall kayak fishing out of Newport and Dana are looking good. There's nothing at Doheny or the headlands. the SMCAs allow all finfish. The issue is the entire span of Laguna north of the Aliso outfall.

Damn guidelines, they keep coming up. They did not listen to the people about the social economic impact. A shame for California.

I wont spend a dime of money in Laguna ever again. regardless of the outcome, they city council there obviously doesnt welcome buisness.

I would feel good about the whole system if those people from Laguna would get hosed. I can't believe that they would propose to close their entire coast. Alot of compromise there.
This is all utter nonsense...and they know it. That is the reason they had their tables set the way they were, to garner 'respect' and to let everyone know that they were in control. The rules were their's all along, they just had to play it out for appearance sake.
All you anti-fishers, you are seriously clueless, and when the SD/OC/LA economy starts taking a hit, and the DFG cuts back even more, and the price per pound for fish and lobster rise, we will make it a point to thank you with a :the_finger: salute, Bloody Decks style.

They can't make decisions when they are not prepared to do it. It looks like no IPA will be made today.
In each region the BRTF has a couple different options for closures. They will decide between those choices, and make an IPA.
The decision will be made at a 1 day BRTF meeting in the LA area around November 10th.

They are the cupcake city. Thier police department drives hybird cars and ATVs. Its really easy to make them pay for thier elitism, dont give them any of your buisness. not 1 penny.
2 laguna lady who came into the laguna beach mettign with the 2 dead gardibaldi is perfect example. DFG didnt wirt her a citation. why is she the exception?

I was online following this thing all day. My take after watching the procedings is that while we don't yet know what is going to be the final outcome, it appears that we may have dodged the worst possible scenarios. Paul was there so I am sure he will have a better perspective.
With apologies to our brothers and sisters up north, my main concerns lie with what happens in San Diego. It looks like the three options being considered for this part of the world will all leave us with some to most of our favorite fishing grounds intact. We can hope that they just adopt option 2. From what I heard, there is at least one vote to do that. The other members of the BRTF were too hard to read so the outcome is still very much in doubt.
I found it interesting that the BRTF basically told the DFG rep that they really did not care if the final MLPA maps were enforceable. Seems pretty arrogant to me.

Last night old Ken saved me as The Last Speaker. (I lost a bet with Zenspearo, it was going to be either one of us as punishment)
In my final public comments I asked for what we discussed, in a very pointed and respectful way.
-The stuff we need to preserve our sport -and for the spearos.
I was approached after the close of the meeting and asked to repeat it to one of our rsg friendlies for a discussion that apparently took place this morning, or late last night.

Of course you know it is going to be much more difficult for people to take the tenth of November off as the eleventh is Veterans day and most if not all public schools, gov offices, banks, etc.....will be taking that day off.
This is going to be a different sort of meeting. Early indications are the room will be small. Don't expect a public comment session like this week's.
We're still assessing how to proceed. This will require a different kind of engagment. Please bear with us as we puzzle things through. First steps are to identify our most pressing issues and to document why things should be changed in our favor.
And thanks for your readiness to answer the call again. Together we are making a huge difference.

As Paul stated it will be unlikely that public comment will be allowed on Nov 10 but that does not mean we should not be present. Our RSG reps need our local knowledge there to consult with us if necessary to help designate how the boundary lines should be anchored or moved.

BINGO! Plan on 2 or 3 kayak anglers each from La Jolla, Dana Pt, the South Bay, Malibu and the north coast at the very least. You don't need to volunteer now, but please think about it. Those meetings seem lightning fast to me; the RSG reps need cool-headed back-up to make sure we didn't miss something critical.
