We need everyone at the BRTF meeting November 10th.

The sky is falling again.

All kidding aside, this will be the meeting the BRTF recommends the prefered map of closures. In the other finished regions, every time the BRTF recommends a map, it gets approved. They were supposed to decide October 22, but ran out of time. Now they will decide on November 10th.

There will be a public comment session at the BRTF meeting on November 10th. :eek:. Don't know what time public comment will be.

Originally there wasn't going to be one. They are going to go based on precedent. After they make a motion on the FINAL map, we have one last chance for specific comments. This will be your only chance to comment on the specific recommended map.

This is not the time to talk about how much the process sucks. This is the time to give one last pitch. They specifically want to hear arguments and reason they haven't heard before. Any new information you may have.

The new proposal is focused on compromise, would establish southern California’s coast as a marine reserve or no take zone from Torry Pines to South La Jolla, West Point Dum, west Palos Verdes, South Point Loma. This proposal meets The Science Advisory Team (SAT), the panel providing guidance on how to best design an effective MPA network to optimize habitat diversity while minimizing socio Economic Impact. See attached map.

I heard this from a friend at Stanford Univ.


Tom Hall.If true this means not everything is above the table :rolleyes: . Imagine that. We need to be there to hold people accountable.

Every time there has been a poor turnout by fishermen, big rulings have gone against us. We cannot afford that this late in the game.

Seems they have spent more $ trying to shut the understaffed, underfunded, and unenforceable fishery management down rather than to find ways to make it a sustainable fishery...

Most of the Surfrider members I know are fishermen also. We helped influence Surfrider's position regarding San Diego. I wish they had more members in Malibu.

Exactly, Don. I never thought any proposal would be given to the DFG "on time". A schedule for death? Wouldn't it be great to know the exact day you're going to die? Making it seem like your listening to all the people crying on the podium, while really plotting the end of fishing in Southern California takes time, I guess. This extra time enables the BRTF to look like they're at least thinking about a compromise :rolleyes:.

It would have been great to start licking our wounds by now, but I guess they're not done sticking needles under our toe nails. It's been so obvious at every meeting, the blatant bias is disgusting. We're like a Yellowtail being tossed back and forth by Knothead...a slow, but sure death.

Unfortunetely, the BRTF isn't a dumb freak of nature Sealion trained to never actually fish anymore...why fish when you can steal fish, right? Or should I say, why go fishing when you can buy fish?

On the question about Shimano showing up: One thing that pissed me off to no end was hearing quite a few guys say "wasn't it awesome Shimano had a rep come up to the stand and speak up about the economic impact". No! Too little too late. To have one, and I mean only one rep from a major company show up at the last meeting...are you fuc#$%! kidding me? The list of major companies that should have been at these meetings, from early on, is endless. It's disgusting!

I will not cede my time and you'll be able to hear me when they shut the mic off.

I went back and watched the BRTF meeting video archive. On that video they "openly" discuss all the different options for the different regions.

Funny how some of the BRTF options that showed up on MarineMap last week weren't discussed in public at all, but magically appeared. funny how all of them are antifishing. Somethigns rotten in Denmark. Are they trying to pull a fast one on us? Again? Are we going to let it happen?

We need you to be there November 10th to make sure it doesn't happen.

Great list so far. I might have double listed some people by their screen name and real name. We always need more.

A BRTF that understands our position, will only stick their neck out for us if we support them. They won't do it if we abandon them.

Even if they cut public comment short, we still need to be there. Our presence reminds them of the human cost and loss of opportunity the bad shapes represent.

Clay and I hit Ralph's to do some stocking up with the sales deals they had...we meandered over to the seafood section, ouch...could not believe the prices they wanted for snapper, tilapia (WTF?), color added salmon, halibut brown around the edges, tuna that was a pinkish color, along with other species, nothing under $4.99 a pound...

So what happens if these 'filets on ice' don't sell? Hmmmm...

And that was just the 'fresh' section...really liked the plastic wrapped fish, that was even more atrocious.

We don't even want to talk about the price of 'Chilean White Sea Bass'...give it an exotic name, mark it up...

Hope you savers of fish read this, couple questions for you though...do you eat fish, and if so, is it from plastic, or at restaurants?

And have you ever eaten at Red Lobster, don't ya wonder why the prices are so cheap? I for one refuse to eat there, never have, maybe if you do some research you'll find out why...

Majority of us like our fish fresh, like to know where it actually came from and how it was handled...and the majority of us don't buy netted, flopped on a deck, bruised, flash frozen, sealed in plastic fish...

Funny how we are portrayed as the bad guys and gals, when in actuality, seems to me that your seafood eating habits are the ones that should be scrutinized... :doh:

We are not even gonna go into the seals and sealions eating habits, since they're vegetarians...oops, wait, that's the manatees and dugongs. Of course the seals and sealions that congregate at Children's Pool know better than to eat undersized fish, so they aren't hurting the fish population...geez, what was I thinking...

Blue Ribbon Task Force Meeting on November 10, 2009


The California Marine Life Protection Act (MLPA) Initiative is committed to an open and transparent process (http://www.dfg.ca.gov/mlpa/pdfs/agenda_110408a8.pdf) to help the State of California develop an improved system of marine protected areas (MPAs). A key element of the MLPA Initiative is creating opportunities for effective stakeholder and interested public participation (http://www.dfg.ca.gov/mlpa/meeting_110408.asp#attachments).

The MLPA Initiative includes a regional stakeholder group in each study region that develops MPA proposals with the assistance of the task force, a science advisory team, the California Department of Fish and Game, California Department of Parks and Recreation, and a team of staff and contractors, as well as significant input from the interested public.

The MLPA Blue Ribbon Task Force has received three MPA proposals from the MLPA South Coast Regional Stakeholder Group (SCRSG) and determined on October 22, 2009 that all three should be forwarded to the California Fish and Game Commission, along with a preferred alternative that could be one of the three or an integrated blend of them.

The task force received over ten thousand written comments and over six hours of formal verbal public comment related to the Round 3 SCRSG MPA proposals (http://www.dfg.ca.gov/mlpa/scrsg-dprops-r3.asp) and the individual MPAs within different geographies, which have significantly helped inform the decision making process. These public comments are in addition to the over fifteen hours of formal verbal public comment, and hundreds of hours of informal input and feedback, received by the SCRSG during its deliberations.

On October 22, 2009, the task force incorporated information from public comments in its deliberations about potential MPA options to consider for the preferred alternative. Throughout its deliberations, the task force requested input from SCRSG members who are intimately familiar with the interests, concerns and values taken into consideration in developing the MPA proposals. At the end of the day, the task force had identified a subset of MPAs to be potentially included in a preferred alternative (referred to as “common MPAs (http://www.dfg.ca.gov/mlpa/mpaoptions_sc.asp)”) and several key geographies where agreement had not been reached (referred to as “MPA options under consideration (http://www.dfg.ca.gov/mlpa/mpaoptions_sc.asp)”); as a result, the task force recessed and will reconvene on November 10, 2009 to continue its deliberations on the preferred alternative. Members of the SCRSG have been invited to again participate in the meeting and their direct input will be an important element of the task force deliberations.

The public has also been offered an additional opportunity for submitting written comments during the nearly three week recess. In the key geographies with MPA options under consideration (http://www.dfg.ca.gov/mlpa/mpaoptions_sc.asp) by the task force, the public has continued to provide written input, with up to several hundred comments each day since October 22; some of those comments are quite specific, with details about suggested boundary shifts, regulation changes, or new information that has not been previously submitted to the process, which are the most helpful types of comments to the task force at this point in time. Members of the public have been clearly indicating if they are writing about MPA options in a specific geography being considered by the task force or the Round 3 SCRSG MPA proposals.

Consistent with the long-standing practice of taking public comment on action items, the public will have an opportunity to provide verbal comment to the task force prior to a vote to adopt a preferred alternative. The task force has previously heard significant public comment on this subject at the first part of its meeting on October 21; therefore, the task force will request that comments on the motion to adopt a preferred alternative be specific to the action item and focused on any new information that has not been previously disclosed. Members of the public with new information to share with the task force are requested to designate a spokesperson who can represent their viewpoint; speakers will be asked to indicate on their comment card the details of the new information to be presented. The task force will also look to SCRSG members to actively provide a voice for public interests.

Everyone should take some time to read the public comment letters posted on the DFG. A lot are from politicians (Republican and Democrat) and city/county/state officials who need to have their feet held to the fire. Some are from surfers who really should know better and others are from complete nut job enviro-talibans dead set on eliminating fishing, kayaking and surfing from "their" beaches.

I'll be there to express my vote of "no confidence" in this process. There are some that have been in this process from the beginning and have been lied to and manipulated for months as time and again the rules have changed. Remember Ext C? I guess this process will continue until we get it "right".

A few of the many things that annoy me...

A couple shapes showed up on the BRTF maps that were not discussed at all during the session, but magically they became options. These shapes received no RSG input. It was nice that the RSG members were able to give input to the shapes discussed in front of them.

In this "open and transparent process" where public input is welcome and such, they didn't release the memo that public comment would be allowed until Saturday morning :rolleyes:. This only gives people one working day.

The info leaked out Thursday evening, and they were looking for the leak. They didn't want to give people too much warning now because then they might actually be able to make it and participate.

Imagine that...their whole agenda we know, ironic that it is considered a process with 'extensive public input', yet they do nothing to promote this; I have asked them about it, and in turn was asked on how they should go about it...my comment was that they sure are spending enough money on nicer hotels, catered meals and the likes but nothing in the form of advertisements.

Do love the tri-fold flier that shows their proposed 3-mile closure all along the coast, and very next page shows a guy surf fishing...guess he can cast 3 miles out...:eek:

Called them on that many meetings ago, was fun to watch them stumble and explain it...

Affiliated with WSPA since 1990, she currently directs WSPA's government affairs, assists the president in media affairs, oversees all office and committee operations, manages WSPA's staff and financial resources and provides strategic oversight of key issues. Prior to joining WSPA, Reheis-Boyd was employed with Texaco, Inc.'s Bakersfield Division for seven years as an Environmental Regulatory Compliance Coordinator. She worked for three years prior to that as an environmental consultant.

Reheis-Boyd was appointed by the Governor as a California petroleum industry representative on the Interstate Oil and Gas Compact Commission and is a member of the California Chamber of Commerce Natural Resources and Policy Committee. She has chaired the Bakersfield Chamber of Commerce Air Quality Committee, and was past president of the Sacramento chapter of the Air & Waste Management Association. She has also served as past president of the Kern County Chapter of the American Lung Association, and is a past recipient of the Bureau of Land Management's State Director's Oil and Gas Award for Special Achievement. Westrec Marinas is the nation's largest owner and operator of waterfront marinas. Anderson previously worked for the National Park Service as part of the management team that established the Golden Gate and Santa Monica Mountains National Recreation Areas. During that time, he worked with federal, state and local land management agencies, private land trusts and environmental organizations in developing complex land management strategies to preserve open space while providing for balanced public use.

Anderson is a past member of the U.S. Department of the Interior's Sport Fishing and Boating Partnership Council. He has also served as a board member of the Grand Canyon National Park Foundation and is the past President of the Association of Marina Industries. He was appointed to the MLPA Blue Ribbon Task Force for the both the central coast and the north central coast. Anderson is a graduate of Penn State University's Recreation and Park Management program.

Meg Caldwell

She is also Interim Director of the Center for Ocean Solutions whose mission is to elevate the impact of science on ocean policy. In May 2004, Governor Schwarzenegger appointed Caldwell to the California Coastal Commission, where she served as its chair December 2004-2006. She was previously counsel to MicroClean, Inc., an instructor in the Department of Geography and Environmental Studies at San Jose State University, and an associate in the environmental law group at McCutchen, Doyle, Brown and Enersen.

She was a policy analyst at the U.S. Environmental Protection Agency and a national fellow research assistant for the Hoover Institution.
Caldwell previously served on the boards of San Francisco Baykeeper, the Bay Area Sports Organizing Committee, the Coyote Creek Riparian Station, and the City of Saratoga Planning Commission.

Caldwell is a member of the California State Bar and the American Bar Association. She was first appointed by the California secretary for resources to the MLPA Blue Ribbon Task Force for the central coast and was reappointed for the north central coast. She earned her bachelor's degree from the University of California, Berkeley, and Juris Doctorate from Stanford Law School.

Dr. Jane Pisano

Her top priorities are to support research and create programs that realize the museum's mission "to inspire wonder, discovery and responsibility for our natural and cultural worlds"; to renovate and build new facilities; and make the museum an essential community resource. An officer of the University of Southern California for 10 years, Pisano was senior vice president for external relations, vice president for external relations, and dean of the USC School of Public Administration. She remains a tenured full professor in the USC School of Policy, Planning and Development. Before 1991, Pisano was president of Los Angeles 2000 and The 2000 Partnership, a civic organization working to improve the quality of life in Southern California.

Pisano is president and chair of the research and grants committee of the John Randolph Haynes and Dora Haynes Foundation Board of Trustees, and serves on the board of trustees of the Lincoln Club and on the board of directors of WellPoint, Inc. She was elected to the National Academy of Public Administration, where she served as chair of the board, the Council on Foreign Relations, and the board of the California Council for the Humanities. Pisano is past chair of the board of directors of the California Community Foundation and past president of the American Society of Public Administration, Los Angeles Chapter.

Prior to her arrival in Los Angeles, Pisano was on the faculty of Georgetown University's School of Foreign Service and served as a White House Fellow on the National Security Council staff. She earned M.A. and Ph.D. degrees in international relations from the Johns Hopkins University, and a B.A. degree in political science from Stanford University.

Gregory F. Schem

Schem is president and chief executive officer of Harbor Real Estate Group, specializing in marina and waterfront real estate investments, including a marina, fuel dock, and boat yard in Marina del Rey, in addition to other California assets. Schem has had a successful career in the national real estate market as an investor, developer and manager, including the re-development of loft residential units and hotels in Los Angeles, marinas, office buildings, shopping centers and industrial facilities. Schem has acquired in excess of $2.5 billion in real estate assets on behalf of private and public pension funds, banking institutions, and private investment groups. He has negotiated complex ground leases, achieved entitlements, and secured regulatory approvals from the California State Lands Commission, County of Los Angeles, City of Los Angeles, California Coastal Commission, U.S. Army Corps of Engineers, and Catalina Island Conservancy and Island Company.

An avid yachtsman and sport fisherman, Schem has fished, cruised, and scuba dived extensively throughout the United States and Mexico. He currently serves on the Marina del Rey Design Guidelines Task Force and has just completed the pro bono development of a new pier on Catalina Island for the Boy Scouts of America. He is an assistant scoutmaster, major sponsor of the Pacific Palisades "Movies in the Park," and an ambassador member of the executive board for the West Los Angeles County Council-Boy Scouts of America.

Schem earned his bachelor's of science in chemistry from the State University of New York and his master's in business administration from Cornell University. As an undergraduate student, Schem was an intern at the New York Ocean Science Laboratory at Montauk, where he co-published his work in analytical chemistry.

Based on the agenda I think public comment and the decision could come early in the day. They have had time to go over the maps for the last couple weeks and come up with opinions and decisions. I think about the only thing left for them is to make a motion and vote on which options to take, and they have to take public comment after the motion but before the vote. Like anything with the process, it is very muddy what will actually happen.

The SAT team is doing a teleconference webinar today.


Get there early tomorrow. The meeting starts at 9:30am and we are the first item on the ageda. I hope to be able to leave early to celebrate, or drown my sorrows. It might be all over but the crying by noon.

The meetign is scheduled to start at 9:30 am.

The SAT team met today.

They didn't factor in economics one bit, nor did they factor in loss of opportunity from what I heard.

They think the kelp in PL isn't worth protecting, but the LJ southern kelp has a better hard bottom.

The deep hard bottom habitat in Del Mar is worthless and isn't worth protecting, but the deep hard bottom in Malibu mandates closure of the best fishing areas for us :rolleyes: .

Are we going to let them do this to us??
