i see from the La Jolla beach webcam that there is a barrier in place. is vehicle access blocked?

If you are talking about the parking lot up against the beach - it has been free parking as long as I have been going (15+ yrs) but haven't been this year - things can change.

yep thats the one. I was thinking of parking there, loading the kayak on the beach in front of the parking lot, then wheeling the yak along the hard packed/wet sand down the beach to get mellow launch area, then returning the wheels to the car.
