if your talking about the berm then i believe it's to divert run off from the storm drain or a collection area so they can cart off the seaweed debris??

just wondering. what is the point of that?

thought I'd share the site with the forum by using an image from the site that we know about. There are photos of the entire California coast line, except for Edwards AFB - I think that was the area.
