From what I understand State Beaches in San Diego are still open - which includes Glorietta Bay - however I tried to drive down there today and the Coronoado Bridge was closed due to a suicide...

Late start - 7:30 am on water. Parking pretty easy.
Waves were 2-4 feet with close frequency...thought I timed my launch better...
