Almost certain anything not human propelled needs to be registered like a boat. Most everyone in here will tell you hobie is the way to go if you want hands free.

I posted about taking a 1.5 day or 3/4 day cattle boat this weekend and got a lot of helpful responses...mostly suggesting to do the 1.5 day boat. Unfortunately I don't think that is in the cards...
