Here in Costa Rica, on the water, no problemo. Makes for keeping your filets cooler fresh.
I would imagine it's legal to clean your fish once landed on shore there in Cali. Probably can't just discard the carcass anywhere but a proper location.
Each State has their own rules on transporting. Curious to hear from the locals.
