Check out the website posted above by old-rookie, forum for surffishing reports offer lots of intel. I surf fish 70% of the time, and yak fish 30%, I have to say TP state beach is a great place to start.... c-rig on superlight set up (i.e. 10#-15# test with 6-8# lead, anywhere from 1/4 to 1 oz weight) will do just fine. All along the coast is great, but watch out for MLPA zones (ie La Jolla, San Elijo) where there are specific regulations around fin species and also prohibits harvesting sandcrabs there. My other alternate spot with lots of success is south Mission Beach, from the jetty all the way up to the pier. Note, sandcrabs are the go-to bait when they're around... most folks also pack some gulp sandworm if don't want the trouble of pumping ghost shrimps or buying bloodworms, but I have to say.. ghosties and bloodworms will nearly guarantee you a bite!
