Mini...your probably not on the ideal board for this question. The halibut derby is a Santa Monica Bay only derby, so your likely to get better responses from baytubers.com who primarily fish the SMB area and where a few of them will be entering and most target halibuts.
Good luck, I fished it several years ago w/Corey and others, got one butt and got and little tie pin commemorating the event. Back then we competed against the boaters, I hear they have a yak only sub-division nowadays.
