Criminals often factor in fines/jail time as "the cost of doing business" should they get caught. It's a big ocean, and since DFW can't police all of it all the time, one's chances of getting caught are pretty low. Therefore I see the excessive fines as necessary to make the criminals reconsider their cost/benefit calculations.

I agree with you on one thing, Silbaugh. Let's not call them poachers, when in fact they are CRIMINALS
