Maybe send a letter stating abuse of power (improper use of authority) and citing possible conflict of interest?

The conflict of interest exists in the fact that his decision directly conflicts with the whole purpose of the meetings and of the recommendations set forth by the two parties.

Separation of power must be in such grade, that any of the branches can operate without excessive limitations from the others; but interdependecy between them must also be in such grade, that one single branch cannot rule out the other's decisions. This is the separation of powers principle.

A conflict of interest exists even if no improper act results from it, and can create an appearance of impropriety that can undermine confidence in the conflicted individual or organization.
