I knew this was going to happen.
I was trying to think outside of the box for this whole situation, trying to find some legal angle to work, and or a way or means of promoting the idea of artificial kelp beds, and bring these methods, and ideas to the public, rather then just following standard procedure, but everyone trashed my outside the box methods of thinking, so I just backed up ..
