I did not see or hear any news about vandalism. The biggest issue there is where to park with so many cars, and not get into accident.
Traffic laws are not enforced. Everyone is an expert driver to avoid accidents.
Everyone breaks the laws, but they don't get mad at each other often.
The population of Istanbul is listed as 16M, but everyone thinks it is more like 20-21M. Not including the tourists!

Did you hire a local driver, or use Uber?
No.

Are local taxis reasonable and safe?
Yes, to both. Especially when exchanging US Dollars. I got overcharged the first day going from airport to my relatives Apt.
After that no. Perhaps my speaking Turkish helped.

Are there any scams to watch out for in Turkey?
Yes, there are. YouTube has a lot of videos about that.

Did you see any kayak fishing rentals?
Did not look for one, but I am sure there are.

2-I saw one lone kayaker while fishing at the entrance of a river. Most likely it was private, but can't say.
