I saw the sign Friday morning and talked to the lifeguards. I got the impression that the closure was for this Sunday but this link

confirms the event is on the 29th. The sign at the launch also said the closure was from 8:00 am to 10:30 am. (They could have changed this). Most kayakers should be able to work around the closure but expect access and parking to be an extra special pain.
