Squidco sells the hook for about $4 and also ~20ft bamboo stalk for under $20. Cord can run around $10 for 100-300 yards give or take depending on type. At start it's a little more than a similar off-the-shelf gaff but you'll have enough materials to build yourself a few more.

This one was a simple "boyscout woggle". Lots of info online and this one you can by hand. After tying I tighten it all around then tuck the ends as flush as I can. A drop of superglue underneath to hold it in place and spar urethane seals it all in.

I've pulled on it with a decent amount of force and it doesn't shift one bit. There's a tang on the end of the hook that keeps it from pulling out vertically. It's also epoxied in and the cord secures that bad boy in place. Hoping to test it on a homeguard soon.
