I believe to influence the actual evolution of a fish species would tasked longer than the estimates in the article. Any competitive advantage to fish not roaming would be negated by the fact that most marine fish have larval life stages that puts them in the plankton. So they have no ability to control roaming. And unless the larvae matured in another reserve, or some how drifted back to the reserve they were spawned in, they're chances of being caught would still be high.
