Why wouldn't it? You can fish with as many lines and hooks as you want, unless you have any rockfish or lingcod or Pacific halibut aboard your boat, then I'd say a Sabiki with more than two hooks is not legal to use. https://www.wildlife.ca.gov/Fishing/...g-in-the-ocean
