Looks like there was at least one lane open on W Mission Bay Drive and Seaworld Dr at all times.
Mission blvd at San Rafael place was closed between 0700-0800. They may have let people through as breaks in the runners allowed.

Onramp to Ingraham/W. Mission Bay Drive will be closed from 6:35 – 7:20 a.m. To access Ingraham, cars will be directed to continue on Sea World Drive and make a U-Turn at Nimitz.
Again, for whatever reason I havn't been able to find anything published yet about what is actually closed or open yet for this year's event. Do your own due diligence and plan accordingly is all I can currently suggest.

They just emailed me back with a clarification, they said Sea World drive West bound will be closed but the east bound lane will be open. For mission bay drive, one lane will be closes but SDPD will be there is a solution for both directions to be drivable.
