I've run into a few people fishing in the reserve. In each case, the people were unclear of the rules or boundaries and were quite willing to move on when they were told. I figure that the last thing the fishing community needs is people fishing in the reserve out of ignorance, and the radical environmentalists having more ammo to call for closures.
