I actually had a leak inside the rod tip tube holders inside the front hatch. I noticed that when I caught a fish and poured water on it, the PA would fill up. This could make surf launches worse as the water would enter front hatch and the rod tip tubes.

Pretty Easy to diagnose, fill up the tubes with a hose and check for any leaks. Fixed my issue with some caulk.
