It turns out the expert government computer troubleshooter (by profession) that loaded the 4.0 file onto the SD card for me did it WRONG.
-and swore it was not the card.

-and swore he conformed it was on the card properly

Hmmm...I'm startin' to think he doesn't want me to catch fish.
