If that wall is constructed of stacked boulders then it would be ideal habitat. Assuming water temp, flow, food sources, the tides, moon phase, leap year or non leap year, day light savings and a host of factors beyond your control all line up.

I don't see any reason why you wouldn't find lobsters there, however I have not hit that breakwall. That part of the harbor can have bigger boat traffic. If you go on the right night you will have a cruise ship shoving off next to you at sunset.
