To get it to flutter it seems like you gotta give the lure a lot more free slack in the line so it can do its job. I'm still learning to fish the flat fall, so I'm open to more info! |

I can tell it's not just falling flat but instead rocking back and forth like a pendulum/swing because the reel speeds up during the fast part of the swing and almost stops at the peaks at the end of each swing.
