Without knowing what kind of a kayak you will be renting, it is difficult to know what kind of "tie down" options you have at your disposal. If you you could somehow attach a piece of wood that spans the yak from side to side, you could drill some holes in the wood large enough to accommodate pieces of 1.5" ABS pipe. Drill vertical holes for rod storage and angled holes for trolling.

Insert pieces of PVC into the holes, strap the piece of wood to the kayak and go fishing. You could make the device at home and break it down so it easily fits in your luggage. Figuring out how to attach it to the rental will be the hard part.
