Dude that smokehouse shack looks awesome!
But... I just saw this
Central Management Area: 37°11 N. Latitude (Pigeon Point in San Mateo County) to 34°27 N. Latitude (Point Conception, Santa Barbara County)
The recreational fishery for rockfish (Sebastes sp.) is open year-round to divers and shore-based anglers. The fishery is closed to boat-based anglers as of January 1, 2013 and is scheduled to reopen on May 1, 2013
I guess I'm fishing from shore or the pier!
Unless there's some other option I don't know about.

Go 10 minutes south to morro bay and fish out by the big rock and a little north for halibut.

Bass? When I was in Morro bay last summer I just surf fished. Good luck man
And bring warm clothes. The summer water there is colder than our winter water.. brrrr
