Sucks to see this, but this happens all over the place. Sportboats, kayaks, anyone who fishes rockfish has probably done this. You catch a rockfish on a yoyo intended for yellowtail, over the rail it goes. Too small...over the rail.

It happens, but this guy just got caught. He hesitates before he selects the second fish to throw over. Looks like he's picking the smallest of the bunch.

The reason this guy is a major piece of shit is he's highgrading prime breeder females when the stock is in rough shape. Hopefully they will fine the hell out of him as it's likely(definitely in Mass.) the rules state that you can't have more than one fish on deck per person to prevent guys from throwing back dead or injured fish in order to keep bigger ones. They cut the limit from two to one fish last year after years of waffling, while the spawning stock got even worse. It will take a few years to really know if the cut worked as the analysts only gave it a 50% chance. His dad who owns the boat is also a convicted mobster to give you an idea of what kind of goon this guy is.
Even if those fish were alive, studies have shown that throwing a striper like that over a couple pounds is an almost certain death sentence. Accurate has already pulled their sponsorship and others will hopefully follow suit.
