Guiding?

Recently I was talking with a family friend who runs a charter/ guiding service in Alaska. He made mention of the difficulty to keep a guide license with all the laws and regulations that the state has in place. He asked me if it was like that here in San Diego; particularly for a kayak fishing guide, but I had no idea. Does anyone know anything about our city's/ state's laws regarding this? I'd like to be able to answer his question the next time I talk with him. I know that a few people kayak guide here in San Diego, but it seems like there are very few compared to how many I've seen on the Kenai River in the summer months.
