A sure thing Halibut spot?

Looking to get out on Saturday to do some Halibut fishing, I'm still new to the area and haven't targeted them yet.

I'm just looking to get some action, not necessarily looking for some massive 50lb'ers.

Where would be a good place to get out and go? Someone said maybe pick up some bait just outside the kelp beds and paddle all the way over to Blacks Beach or near Scripps pier?

Any other suggestions?
