some of the most consistent, LEGAL halibut I've seen caught were on a pack of grubs that looked like this

The small hook-up baits definitely get bit. Try more towards the coves and a little farther back in the bay.

I would add Big Hammer perch grub, dark green with red flake.
These work good for keeping your kid busy. Anything will eat these. |

Try the Gulp shrimp or jerk had in the new penny color. My go to in the bay
