Moonlight state beach?

I’ve been working in Encinitas lately and I’m curious if anyone has ever launched out of moonlight state beach? There’s some fishy looking kelp near by. It’s a crowded beach so I’m sure sunset fishing and winter would be best. The waves looked doable. Any experience out there?

The mlpa in that area shares its northern border with moonlight beach. So if the kelp is at a heading to the north, you’re good. South, you’re going to jail.
