In CA, aren't you required to register (get CF#'s) if it has a motor?
And with a motor, aren't you restricted from launching from just any beach and are required to launch from ramps like vessels with CF#'s? (LJS is the only beach I know of that allows boat launches) I didn't feel the need to check it out further.
