My fishing vest is a pfd so I always have on my pfd.

I keep a sonic whistle that doesn’t need a pee to work.

I like to keep my paddle in my lap for slapping away seals and tipping prevention.

As already mentioned a Kayak fishing PFD (has a recessed back padding for comfort), a waterproof floating VHF radio w/GPS (if you can afford the extra feature), a safety whistle, a waterproof light, and a flag on a pole (such as a Yakattack visipole) preferably with built in light, for safety when it get foggy, a self rescue step ( for getting back in if you fall overboard and are alone) can be bought or make your own.

I've recommended, and been quite happy with, the Uniden MHS75 in the past. They're not crazy expensive and waterproof. They advertise as floating... I actually had one turn upside down on its clip without securing the lanyard, and it sank to the bottom out at San Clemente The company was actually cool enough to send me one for free just for asking.
