By the avatar, I would guess some type of fly tying tool. Probably for the wire wrap?

looks like it's used to make wire lures. the knobs I'm guessing are used to twist and bend the wire shaft info place.

It's a Poulsen Twistech Wire Former. For making wired lures, like spinner baits etc.
