Old Hobie question - Kayak Fishing Adventures on Big Water’s Edge

I have the same older style hobie rudder and don't have a paper clip piece there of any kind that I can remember. Just the screw.

Thanks. Maybe will try taking it off. If I clip the rudder to it, the rudder won't raise. Just seems to get in the way.
