imagine the look on the faces of people on a cattle boat if you surfaced right beside them!
depending where you launch/land....dhs might send their recon dolphins or pursuer porpoises after you! cool stuff right there....but why not use the compressed air for propulsion as well? route air to go to propulsion mechanism then to ballasts and cabin?
