New regs go in effect next year.
Also, remember that all of your lobster cards are due back at the end of the season. Even if you bought one online, realized it won't get here in time, and bought one at big 5. That first one is still under your name. If you know you won't use it you can mail it in right away and that'll take care of it.
I'm sure some of the members here have gotten dinged that non report fee for a card they forgot about
