I would not change much but....

On the lobster report card they should allow a longer window for reporting.

I.E. Not issue new cards until September, and you have through August to report your previous season catch. Several times it's slipped my mind and I missed the report deadline.

Another issue is New Years. I like the yearly license, I would like to see a 24 hr grace period. I once got checked after lobster fishing on NYE, and almost got a ticket for not carrying the new license on Jan 1.
