Where were these groups when all the houses were being built right to the waters edge? If they are going to 'protect' the water, they should also 'protect' the coastline itself.

Scrape every structure off the coast, then restore the natural habitat 2 miles inland and designate it a National Park or wilderness. That'll create some jobs!
