It can be done off PCH early in the AM of at Sunset marina and walk in your kayak.

Edit: I just browsed the area on Google maps it looks like seabridge park has easy access to the harbor, and there's a cul de sac on sagamore drive near Trinidad park that appears to be a popular spot for launching as well. Seabridge usually has good access and parking till mid morning.
