I have caught many species trolling Rapala's in La Jolla and both Bays. Some were not intended such as Hammer Heads and Treshers (lost the lures). Yellowtail, Bonitos, Greenback Macs, small WSB, Calicos, etc. The speed is more like 1-2 mph, it's got to do with the lure action and the rod tip will tell you. When I can't make bait or run out of bait is a good time. They are great to use when furbags just won't leave your live macs alone. Also caught fish trolling irons and flat falls.

You can troll crankbaits at kayak speeds. It does get a bit faster if you can troll them with the wind and current. If you need to get your crankbaits down use a rubber band and a weight (called the poor man's downrigger). Here is one video on you tube. I'm sure there are plenty more.
