Pretty much a slimmed down pool noodle with a nice taper and some strip Velcro. I have one on my kids rod when she’s fishing. I only really tether rods if my reel is in gear and I’m trolling something with right drags. Or I’m coming I for a landing then everything gets tied down.

I have pipe insulation on all of my rods between the upper handle and the first guide.

Not sure if you mean the tangle as in they get caught up in everything, or if you mean they get hooked because they are made of fabric. My sabiki has gotten caught in mine more than a few

I tend to mitigate the tangling problem by having a leash for every rod that has a universal clip, so I can unclip the rod very easily and reclip it to either another point on the kayak or one that’s connected to my vest. I also use the same type of leash to attach to my paddle. four rods and a paddle. Five leashes.

I’ve been considering following one of these many guides online to make one that is hook free out of string trimmer material and crimps https://youtu.be/dvJKCwO6zpQ
